Exceptional Qualifications, Experience and Expertise For Complex Consulting Roles Robert W. Surber is a specialist in treatment approaches, program development, and systems of care for adults, children and the elderly with serious mental illnesses, substance abuse disorders, developmental disabilities, HIV/AIDS, and other multiple need populations. His experience includes twenty years managing public mental health and substance abuse services, and five years as an independent consultant. He has had direct experience administering psychiatric inpatient and emergency services, assertive continuous treatment teams, intensive clinical case management programs, and mental health and HIV/AIDS focused substance abuse outpatient services. Mr. Surber has served as interim executive director and program director as well as on the board of directors or advisory board of several nonprofit organizations. He has also written numerous successful grant applications and other proposals for funding. He has pioneered public health programs that incorporate managed care concepts including clinical case management services for acute psychiatric recidivists, multiple-diagnosis clients (mental illness, substance abuse, and HIV infection), homeless persons, medically ill clients with depression, and forensically involved individuals. This includes developing numerous ACT and other case management programs. He has also developed ethnic and special need focused inpatient and outpatient services. He has provided leadership in involving mental health consumers and family members in the direction and delivery of clinical services.
