Robert W. Experience

Since 1995, Robert Surber, has consulted and provided staff training with more than 110 national and international organizations. (See Consultation and International Services pages for detail of clients served.)  He has had direct experience administering psychiatric inpatient and emergency services, assertive continuous treatment teams, intensive clinical case management programs, and mental health and HIV/AIDS focused substance abuse outpatient services. Mr. Surber has served as interim executive director and program director as well as on the board of directors or advisory board of several nonprofit organizations.  He has also written numerous successful grant applications and other proposals for funding.

Expertise

Mr. Surber has specific expertise in designing and developing Clinical Case Management, including Assertive Community Treatment, services for multi-need populations, linking and integrating programs into seamless service systems, and managing a broad array of behavioral healthcare services. He has pioneered public health programs that incorporate managed care concepts including clinical case management services for acute psychiatric recidivists, multiple-diagnosis clients (mental illness, substance abuse, and HIV infection), homeless persons, medically ill clients with depression, and forensically involved individuals.  This includes developing numerous ACT and other case management programs. He has also developed ethnic and special need focused inpatient and outpatient services. He has provided leadership in involving mental health consumers and family members in the direction and delivery of clinical services.
