Robert Surber has over thirty five years of experience delivering, developing, managing and teaching innovative and effective comprehensive service approaches and in integrating systems care for high-need and high-cost, yet underserved populations.

In rapidly changing health and human service environments with an emphasis on evidence based methods, there is now an opportunity and an obligation to develop cost-effective, community based services for multiple need populations, including adults, youth and seniors  with serious mental illnesses, substance abuse disorders, developmental disabilities, and HIV/AIDS.  In the 21^st century it is necessary that all health and human services promote full community functioning and recovery by focusing on the goals and dreams of consumers and their families.
